Components of Environment

It is evident from the meaning and definitions of environment that it is a broad concept that includes all external conditions influencing the growth and development of children, animals, plants and working conditions, etc. The environment has been broadly classified into two-physical and biological components. Today society is awakened toward environmental problems. The pure concern about the quality of the environment has reached an emotional peak. The environmental improvement measures are costly. Long-term investment of time, money, and resources may eclipse the tempo, jeopardize the public interest and taboo the implementation of environmental improvement programmes. According to Downs (1972), public interest in the environment changes through time, and the whole sequence of changes is completed in five stages termed as ‘Issue Attention Cycle’.

  1. First Stage or Pre-problem Stage. It is characterized by no public attention towards environmental problems except for a few experts and interest Groups who are seized with such problems.
  2. Second Stage. It is a stage of alarming discovery and euphoric enthusiasm when the issue of environmental problems catches the public attention.
